Convert the given UTF8 byte array into a windows Unicode string (UCS-2) with any characters above 127 encoded as XML character entities.

Parameters

b: [ByRef] Byte. () byte array containing the UTF8 encoded string, the byte array must be zero based

Return Values

String - a VB String containing the corresponding Unicode
